10:00 – 10:30 【Keynote】NTN Technology for Direct Satellite Access - from 5G-Adv. toward 6G
5G-Advanced NTN (Non-Terrestrial Network) technology is a key to introduce satellite communication services from niche market into mainstream consumer market. It enables 5G smart phone capability to directly connect with satellites and offers truly ubiquitous wireless communication services to everyone around the world. This presentation will overview the technology options for smart phone direct access to satellites and summarize the capabilities of 3GPP standardized 5G NTN technology. The system design tradeoff for GEO and LEO constellation will be investigated along with the design challenges when supporting S/L bands and Ku/Ka bands. The final part of this presentation will also introduce the latest 5G NTN R&D and international trial progress led by MediaTek. The design challenges will be discussed with initial experimental observations for inspiring future 6G NTN research directions.

These shifts are redefining the connectivity landscape and placing system integrators at the center of innovation. This keynote explores how emerging satellite development trends—such as software‑defined payloads, intelligent network management, and advances in antenna design—are opening new opportunities for integrators to deliver high‑value, end‑to‑end solutions.
Drawing on insights from Hughes, a global leader in multi‑orbit networking, the session highlights how integrators can differentiate through hybrid network design, managed services, interoperability standards, and AI‑enhanced performance optimization. 11:00 – 11:30 【Keynote】From Ground to Sky Resilient Connectivity with Phased Array Solutions
As 6G advances toward an integrated space–air–ground network, Non-Terrestrial Networks (NTN) are becoming a fundamental pillar of future connectivity. Seamless interconnection between terrestrial infrastructure, high-altitude platforms (HAPS), and multi-orbit satellite systems is essential to deliver ultra-reliable, low-latency performance across dynamic and mission-critical environments.
Phased array technology plays a central role in enabling this convergence. Electronically steerable antennas (ESA) provide rapid beam steering, multi-beam tracking, and high-gain performance without mechanical movement, ensuring stable links under mobility and atmospheric variation.
In this session, TMYTEK will share system-level insights into deploying phased array solutions across ground-to-sky architectures. From compact antenna-in-package (AiP) modules to scalable beamforming platforms and integrated mmWave RF front-end systems, we demonstrate how modular designs accelerate deployment while maintaining carrier-grade reliability.
By bridging terrestrial and non-terrestrial domains, phased array innovation enables adaptive, scalable, and future-ready connectivity, truly connecting ground to sky.

【 Track B 】Global Trends in Satellite Communications and Taiwan’s Opportunities
本演講將從全球衛星通訊產業發展趨勢出發,剖析低軌衛星快速部署、多軌道整合架構興起,以及衛星與5G/6G地面網路融合所帶動的新一波產業變革。隨著國際大型星系建置加速等發展,衛星通訊已由傳統補充性角色轉變為全球寬頻基礎建設的重要一環,並廣泛應用於海事、航空、偏鄉連結、企業專網與行動載具等場域。同時,多軌多星系協同運作與高容量、高彈性網路設計,正重塑終端設備、晶片、天線與系統整合的技術門檻與供應鏈結構。
在此國際趨勢下,台灣憑藉資通訊硬體製造、PCB與射頻模組等零組件供應鏈優勢,具備切入衛星地面設備與關鍵零組件供應鏈的潛力。演講亦將探討台灣如何結合既有ICT產業基礎與全球營運商需求,並透過國際合作,布局太空經濟新商機。

14:00 – 14:30 【 Track A 】Building a University Space Program at National Central University: From the Earth to the Moon in 10 Years
國立中央大學基於1962年在台灣復校後長期深耕於太空科學與太空環境研究的基礎,於2015年與國際夥伴合作啟動首次小型衛星計畫,並於2019年成立臺灣第一個大學太空中心,於2020年設立全臺首間有完整大學與研究所的太空科學與工程學系。在國內主管單位、國際合作夥伴以及產業界的支持下,我們集結了來自不同背景的大學部與研究生,與系上教師共同投入小型太空載具研發與應用能量建構。這星成果不僅用於科學研究,也作為實作導向的教育訓練平台與產學合作的技術驗證與技轉平台。
本次演講中將分享我們過去十年間太空飛行能量建構的重點成果與記取教訓,以及未來的發展機會。我們自從第一顆小型衛星2021年發射以來,每年至少成功遞交、發射、操作了一個衛星或酬載任務。這其中包括臺灣首次月球酬載任務,並於2025年取得為期五個月的太空輻射觀測資料。這些飛行機會讓學生更能理解課程中科學與工程知識在真實世界中的實際意涵,並透過與國際同儕交流,更進一步的認識太空產業的全球化特性,進而更深刻理解數學與科學理論作為分析、預測與設計工具的價值。這對於培育具備全球視野、系統設計與整合能力、相關實作經驗與專業技能的新世代太空產業人才極為重要。

從 3GPP Release 17 到 Release 20 的標準化時間表,展示了從 5G Advanced 邁向 6G 的路徑。在技術架構上,分析了透明(Transparent)與再生(Regenerative)酬載模式的差異,並深入探討射頻(RF)層面的關鍵挑戰,例如衛星通訊特有的長傳輸延遲(RTT)、顯著的都卜勒頻移及其對調變品質(EVM)的影響,以及相應的時序提前(Timing Advance)補償機制.並介紹了移動性管理技術(如條件切換 CHO)與波束成形測試方案。最後,內容展望了高空平台系統(HAPS)、無人機(UAV)及地對空(ATG)通訊的整合,描繪了未來全覆蓋的 6G 統一網路願景.

【 Track B 】PEARL-ISL: Inter-Satellite Communication Experiment
國立中央大學太空科學與科技研究中心與太空科學與工程學系將執行珍珠號(Propagation Experiment using kurz-Above-band Radio in Low earth orbit, PEARL)低軌星間鏈結(Inter-Satellite Link, ISL)寬頻通訊實驗(簡稱PEARL-ISL)。除了延續PEARL-1C/1H的任務操作外,預計在2026年第2季發射2顆珍珠號衛星(其代號分別為PEARL-1A與PEARL-1B)。採用6U XL的立方衛星本體,搭載國立中央大學與國內廠商共同研製的Ka頻段星間通訊酬載(簡稱ISL)。除了可進行地面與衛星間的寬頻通訊外,將為台灣首次執行衛星與衛星間的寬頻通訊實驗,延長跨地平通訊範圍。發射的衛星皆會執行為期一年以上的通訊實驗任務,除了測試衛星上各式酬載功能外,亦對不同用途(固定、海事、車載等)的通訊地面設施進行驗測。

【 Track B 】The Solution for Multi-Orbit Beamforming
The rapid expansion of non-geostationary orbit constellations, including LEO and MEO, has transformed the SATCOM landscape. Unlike traditional GEOSAT that remain fixed relative to a ground station, multi-orbit architectures require ground terminals to maintain seamless connectivity across disparate altitudes, velocities, and look-angles. Beamforming solutions for multi-orbit SATCOM primarily leverage Phased Array architectures. These systems replace bulky, slow-moving mechanical dishes with arrays of small antenna elements. By precisely controlling the phase and amplitude of the signals at each element using high-performance RF IC and beamforming IC, the terminal can synthesize a high-gain "beam" directed toward a specific satellite.
In a multi-orbit environment, the beamforming solution must address several critical challenges, such as Dynamic tracking, handover, interference, and SWaP.

Vaibhav Magow / Vice President Asia Pacific, Hughes
Vaibhav Magow, vice president at Hughes, leads the company’s broadband systems sales effort in the Asia Pacific and Russia/CIS regions. Vaibhav works closely with satellite operators, mobile network operators, and national and local government agencies to tailor and implement high-performing and efficient satellite solutions to help connect the unconnected and enable enterprise digital transformations.
A satellite communications and IT professional with more than 25 years of experience, Vaibhav has held positions of increasing responsibility in sales, product development, marketing, and program management over the course of his career. Prior to joining Hughes in his regional role, Vaibhav focused on the Indian satellite market at Hughes Communications India, Ltd. (Hughes India).
In addition to his responsibilities at Hughes, Vaibhav serves on the Board of Directors of APSCC (Asia-Pacific Satellite Communications Council), contributing to the advancement of the satellite and space industry across the region.

丁邦安博士從事無線通訊技術研發工作30年,先後參與WLAN基頻晶片、WCDMA基頻晶片與WiMAX基頻晶片、4G LTE基站、5G NR基站、低軌道衛星通訊等酬載與地面站、6G前瞻網路系統規劃與專利布局等多項技術與產品開發,帶領團隊進行核心智財及自主技術研發。迄今個人發表2 Book Chapters、國內外期刊與研討會論文118篇、IEEE國際標準會議技術提案110件、獲證美國專利37件、中華民國專利32件、中國大陸專利15件,且榮獲國內外30項獎項肯定。
丁邦安博士帶領資通所突破以硬體為重的思維框架,轉型為以軟體為核心(software centric)、著重服務導向(service oriented)和系統整合能力(system integration)為主軸,除投入3G/4G/5G無線通訊系統與網路技術、雲端系統技術、先進晶片與系統設計技術、行動裝置系統及影音技術、物聯網暨創新應用等研發領域,更進一步地拓展至金融科技、自動駕駛和無人載具、資訊安全、人工智慧機器學習與生成式AI等新興主題與應用範疇。

Dr. I-Kang Fu ( 傅宜康 博士 ) / Sr. Director of Technology, MediaTek
Dr. I-Kang Fu is the Senior Director of Technology in MediaTek Advanced Communication Technology Division. He leads the R&D teams for research, prototype, and standardization projects of next-generation mobile communication technologies. He also contributes to new technology strategy, partnership and product planning.
He has spearheaded MediaTek research and development efforts in NTN satellite communication technology, leading the projects from concept to PoC prototype, and system engineering for commercial evaluation. This work culminated in the 3GPP Release-17/18/19 standardization of NTN technology, where MediaTek became the project lead in 3GPP and the first to commercialize IoT NTN product and remains at the forefront of NR NTN developments.
Dr. Fu’s expertise spans wireless technologies such as 4G WiMAX, 4G LTE, and 5G NR. He is currently contributing MediaTek’s commitment to 6G technology research, prototype and standardization, with commercialization expected in the 2030s.
Dr. Fu joined MediaTek in 2008 after earning his doctorate from National Chiao-Tung University, Taiwan. He has served as Chairman position of TAICS (Taiwan Association of Information and Communication Standards) Advanced Mobile Communication Technical Committee since 2018. He received MediaTek Innovation Award in 2023. He also represents MediaTek to receive Nation Industrial Innovation Award in 2025.

Himanshu Agarwal leads enterprise sales and business development for Hughes technologies and solutions across Southeast Asia. A telecommunications and satellite professional with over 23 years of experience, Himanshu works closely with business and government leaders—as well as fellow internet service providers (ISPs), mobile network operators (MNOs), satellite operators, and those in the enterprise, government, defense and retail industries—to deliver satellite solutions to help connect the unconnected.

Prior to joining Hughes, Himanshu was regional sales head at Oracle, where he led sales and business development for strategic accounts spread across diverse industries, such as telecom and IT across the Asia Pacific region. Previously, he held positions of increasing responsibility at companies such as Airtel, Alcatel-Lucent, Huawei, and Nokia-Siemens.
Su-Wei Chang (張書維)
Su-Wei Chang (張書維) / Founder and President, TMYTEK
Su-Wei Chang received his B.S. in Electrical Engineering from Feng-Chia University in 2005 and began his career at Academia Sinica’s Institute of Astronomy & Astrophysics (ASIAA), where he developed mmWave and sub-mmWave receiver systems for radio telescopes, including leading the 200–600 GHz receiver for the Submillimeter Array (SMA) in collaboration with the Harvard-Smithsonian Center for Astrophysics. He later earned a master’s degree and became a Ph.D. candidate in Electrical and Computer Engineering at the University of Massachusetts Amherst, with research on low-noise cryogenic circuits and silicon-based MMICs. In 2014, he founded TMY Technology Inc. (TMYTEK) and has since grown it into a global mmWave leader solutions provider for 5G/6G, satellite communications, and defense. He is the recipient of the Pan Wen Yuan Foundation’s Young Scholars’ Creativity Award and has published 48 SCI journal papers with 748 citations (H-index 16, i10-index 21).

陳文江先生曾於2014年至2019年在工研院資訊與通訊研究所新興無線應用技術組擔任技術副組長,並擔任經濟部「5G高頻段無線接取」計畫及「5G毫米波超高頻通信系統技術」計畫的計畫主持人。在加入工研院之前,他曾任職於智原科技公司 (Faraday Technology Co.),並擔任IEEE 802.11b/a/g無線區域網路與OFDM UWB無線收發器IC計畫的主持人及核心技術部門部經理。主要專長包括無線通信系統及無線區域網路(WLAN)、藍牙(Bluetooth)、以及OFDM超寬頻(UWB)無線收發器晶片設計領域。

Dr. Chang performs research on the space environment and its effects on space technology. He is working on spacecraft design and operations capacity building, as well as an academic program focused on astronautics at NCU. He has also worked with industry on small satellite systems engineering, radiation tolerant electronics, and spacecraft subsystems. Prior to joining NCU, Dr. Chang served as a postdoc at National Cheng Kung University and Boston College. Dr. Chang received his PhD in Aerospace Engineering Sciences from the University of Colorado at Boulder in 2010 specializing in mesosphere and lower thermospheric dynamics, as well as remote sensing.

Dr. Chi-Kuang Chao is specialized in space payload, CubeSat, and ionospheric physics and had participating various Taiwan space missions like ROCSAT-1/Ionospheric Plasma and Electrodynamic Instrument, SR-5/Ion Probe, SR-7/Plasma Probe, SR-9/Space Plasma Sensor Package, FORMOSAT-5/Advanced Ionospheric Probe (AIP), IDEASSat/Compact Ionospheric Probe, PEARL-1C/1H CubeSats, etc. It is especially mentioned that AIP has been operated over 8 years longer than its 2-year mission lifetime.

William Chen ( 陳偉峰 ) / Staff Field Application Engineer, Analog Devices
William Chen is a staff field application engineer in South Asia Pacific Group with Analog Devices, located in Taipei. He is focused on RF components, high-speed data converters, RF transceivers and software-defined radio platforms. He supports customers in 5G O-RU, mmWave, phased array RADAR and LEO application. Formerly, most of his career has been spent designing RF and communication system, including baseband design on FPGA. He received his B.S.E.E. form National Taiwan University in 2006.
